3. The agreements and associated legal instruments set out in Annex 4 (`plurilateral trade agreements`) shall also be linked to the Members which adopted them and to their Members. Plurilateral trade agreements do not create obligations or rights for members who have not accepted them. which are carried out under a covered contract in which the supplier has or has had an interest. The rules of procedure applicable to all disputes shall be recorded in writing and made accessible to all. These timetables include commitments made by individual WTO members, which allow certain foreign products or service providers access to their markets. Timetables are an integral part of the agreements. In the printed version, these calendars cover about 30,000 pages for all WTO members. (d) where a quota is allocated among the supplier countries, the Contracting Party applying the restrictions may seek agreement with all other Contracting Parties having a major interest in supplying the product concerned on the allocation of shares in the quota. Where this method is reasonably inapplicable, the Contracting Party concerned shall allocate shares of the total quantity or value of imports of the product to parties having an essential interest in the supply of the goods, on the basis of shares held by those parties during an earlier representative period, taking into account particular factors: that due account should be taken of the effects or effects likely to affect trade in the product. .
